President Biden signed the almost $2 trillion coronavirus relief plan into law last week, even though it was met with criticism from Republicans that most of the proposed spending is unrelated to the pandemic. But Democrats argued that many of these measures get at the root of poverty in America — including one long-sought policy to address child poverty.
