Ida brings historic flooding across Northeast

In the Northeast, the remnants of Ida unleashed historic amounts of rain in just a few hours, leading to chaos, stranded cars and the first-ever flash flood emergency declared for New York City. The storm also spawned destructive tornadoes in New Jersey and several other states. NBC’s Stephanie Gosk reports for TODAY from Queens, New York.
