Heavy rain in Texas prompts flash flood emergencies
While much of the focus in southern Texas has been on the immigration crisis happening near the border, the area is also coping with record rainfall. A slow-moving storm is causing flash floods and extremely hazardous conditions. NBC’s Gabe Gutierrez reports for TODAY from Mercedes, Texas, where residents, less than a year ago today, were devastated by the impact of Hurricane Harvey.
