When does the average person make their commute? Between the hours of 6 a.m. and 6 p.m. But what if local lawmakers decided to charge you to travel into the urban center at that time? That's what NYC Mayor Mike Bloomberg has proposed for cars traveling into the most congested part of Manhattan.
