More than 14 million without clean water in Texas
President Joe Biden has declared 77 counties in Texas as disaster areas, with more than 14 million people in the state without safe drinking water. The Electric Reliability Council of Texas, which manages the state's power grid, is being sued for gross negligence in the death of 10-year-old Cristian Pineda, who died from suspected hypothermia.
