Video: 3-year-old saved after hanging by head from balcony

In dramatic video that may be difficult for some viewers to watch, a 3-year-old boy is seen hanging by his head from a balcony railing, struggling to breathe, after he reportedly fell from a window. A good Samaritan held up the little boy until his father could pull him inside, and he is said to be OK.Aug. 13, 2015
