Safety of duck boats dependent on weather conditions, former NTSB chair says

Deborah Hersman, former chairperson with the National Transportation Safety Board, joins TODAY to weigh in on the tragic duck boat accident on a Missouri lake that left at least 11 people dead. “In perfect conditions, generally you don’t see problems,” she said. “But when you start to look at events like this, with rough waters and storms, any boat operating in those conditions, the margins of safety are eroded.”
