Heavy rain and high winds are tearing across the Northwest, triggering major flooding, damage and power outages. A state of emergency has been declared in Washington state, and rescues of people trapped in homes and cars are underway. NBC’s Erin McLaughlin reports, and TODAY’s Al Roker forecasts that the threat is expected to last for days as the storm moves east.
