Andrew Cuomo, governor of New York, tells TODAY that increased testing accounts for the growing numbers of people testing positive for the coronavirus, “but that doesn’t mean that that’s the rate of increase in society.” He says that “fear and panic can get out of control more than the virus can.” He commends President Trump invoking wartime powers against the virus but warns that “the health care system will be overwhelmed.”
