The House of Representatives voted to decriminalize marijuana and expunge the criminal records of marijuana offenders, making it the first time Congress took up the issue on a federal level. The bill now faces an uphill battle in the Senate as Majority Leader Mitch McConnell says it won’t be taken up on the floor of the upper chamber.
