$400 million to Iran was ‘negotiating leverage’ for detainees, official says

On Thursday, State Department spokesperson John Kirby acknowledged that a $400 million dollar payment to Iran was used for negotiating leverage, saying the money was not given to the country until four American detainees were released. The White House denies the money was used as a ransom, saying the U.S. owed the money to Iran for a failed 1970s arms deal.
