Richard Cruit’s business depends on easy access and quick downloads at his Web site, Xurban-Nation.com, a lifestyle and entertainment video magazine slated to launch at the end of the month. Cruit pays his Internet service provider to host his site and its videos, and soon, he hopes people who use Comcast or Verizon for Internet access will be typing in his Web address to play his videos at will. But a movement among big Internet carriers could change that. Giants like Comcast Corp., Verizon Communications Inc. and AT&T Inc. are moving toward a system of extra fees and new priorities that could determine which online content downloads at which speeds.
