The Center for Government Studies (CGS) has released a report today entitled Termed Out: Reforming California's Legislative Term Limits. This 61 page report analyzes the impact of California's 17-year-old term limits law and the potential impact of Proposition 93, the Term Limits and Legislative Reform Act. The Center for Governmental Studies is a non-profit, non-partisan 501(c) (3) organization that more than 20 years, CGS has been a leading authority in the fields of campaign finance reform and community engagement, developing an impressive record of program development and publication in this area as well as other areas of governance and public policy. Many will want to thumb through this report in search of its findings on Proposition 93, but there is a lot more here on the background of term limits in California and it's many affects.
