He also painted the picture that BushCo. is trying to avoid being prosecuted for this as well as set up their next chance to erase other past misdeeds that we know all too well. Kennedy: Finally, amnesty would stamp a congressional seal of approval on the Administration's warrantless spying. If Congress immunizes the telecoms for past violations of the law, it will send the message that Congress approves what the Administration did.
