Another intriguing possibility, raised by a perceptive blogger:Was at least part of the NSA program used to monitor government and press officials, for the express purpose of intimidation? That's my hypothesis, that Cheney and Bush were making sure that classified activities stayed classified... by spying on everyone in the know, and by making sure that these people knew, or suspected, that they were being spied on.I suppose that even Ashcroft would not take too kindly to being monitored...
