Japan will likely miss its Kyoto Protocol Target of 6% reduction from 1990 levels by 2008-2012.Greenhouse gas emissions were UP 6.4% during the fiscal year which ended in March of this year.Down, 1.3% from 2005 but still up overall.The Environment Ministry said the country will make every effort possible to reach the 6% reduction target.Plants and factories were up 0.6%.
