In the Land of Oz who is the magician behind the amnesty curtain?

Remember the revealing scene in the movie the Wizard of Oz, when the great and all-powerful wizard was exposed as simply a little guy pulling levers behind a velvet curtain? President George W. Bush: What he said: I believe we can get it done, Bush said of his failed immigration bill; then added a dash of bravado, I'll see you at the bill signing! What he means: You people only elected me. I'm the decider. Secretary of Homeland Security Michael Chertoff: What he said: We’re obviously disappointed in the fact, as is the President, that Congress has not chosen to act on our comprehensive solution. The Senate bill that we worked on would have given us important new tools and resources to strengthen border security, increase and toughen interior enforcement, and help meet the needs of our growing economy through a temporary worker program.
