There's new speculation this week that the 2007 Farm Bill might not be finished in 2007. Steve Kopperud with Brownfield Network reports that arguments involving financing could delay the U.S. Senate Agriculture Committee, chaired by Iowa Democrat Tom Harkin, from beginning the Farm Bill markup process until Sept. 24. That might be too late in the year to get a bill to the full Senate, then on through conference committee with the House of Representatives.The main problem with finishing a bill too late in the year is that farmers need to know what the programs look like so they can make management decisions for next year's crops. The 2002 Farm Bill expires at the end of this year, so a brief extension of those programs might be the only option if time runs out.
