The City of Phoenix's French Connection: Mon Dieu ! No-bid, high dollar contracts, with bonuses and cushy fees included, are granted to French conglomerate, Veolia. As it turns out, most of the municipal buses in Phoenix, as well as the shuttle service at Sky Harbor, are run by subsidiaries of the foreign company. The management fees alone have been increased by $7 million dollars on two contracts–without engaging in competitive bidding. The new contract generously decreases the company's accountability.
