It was never like before. Slowly they are loosing each other. They don't talk anymore... don't laugh anymore... they just fight an work. Olivia don't want any declarations, because she is already too hurt after everything that happened. She don't need him to tell her over and over again, that they 'can't do this anymore'... 'can't each other over the job' ... 'otherwise they can't be partners'. - I think that song fits really well to Elliot and Olivia and their situation there.
