Jump in the water and head towards the hanging palm trees. You have to jump out of the water right before your rocket nozzle shoots or else you will just stay in the water. It's really difficult to find things when looking from a normal view. Press the C stick so that the camera is very high up and it will make it much easier to view this stage.
