The captain waited 2 hours for them while at dock, then decided to give up and sail off to our next port. Then out of nowhere a tugboat appeared with the 4 missing Irish women who had shopping bags in tow. They had to walk the plank and climb up a rope ladder to get back on board. The Greek sailors wanted to push the women on board with no life jackets but the Royal Caribbean safety officer wouldn't allow that. Except the last woman was shoved on board by the Greeks without a life jacket.
