The "all hail Xenu" chant refers to Scientology's own creation story as told in their OT III level, where an alien named Xenu allegedly came to earth with his galactic confederact in spacecraft that looked like DC-8 aircraft, and threw people into volcanoes and detonated them with hydrogen bombs. Due to the Scientologists' desire to suppress their critics, large white tarps were erected across 16th Street NW well beyond the ceremony location on both sides of the street. Additionally, protesters were kept a block away from the main ceremony, at 16th and O Streets NW, or on the other side of the white tarp, out of sight of the ceremony.
