Thousands of people in Louisiana have been left without power after a string of twisters tore through the state, devastating New Orleans neighborhoods that were destroyed by Katrina. Louisiana’s governor has declared a state of emergency. NBC’s Gabe Gutierrez reports from New Orleans.
