CIA tried to turn Gitmo inmates into double agents

NBC News has learned that a CIA program at a secret camp called Penny Lane attempted to turn Guantanamo Bay inmates into double agents who would spy on terror cells in the U.S. or return home to infiltrate al Qaeda.
