No Child Left Behind loophole imperils at-risk kids
Waivers that allow states to ignore parts of the No Child Left Behind Act of 2001 could threaten the very children the Act was designed to help. Education reformers and civil rights activists find that millions of at-risk children could slip through the cracks of the education system due to the waiving of requirements.
