>> reporter: looks like celebrity obsession is not blocked any cuban embargo . websites quickly picked up photos and videos taken on the streets of havana. with a swarm of attention around the royal couple of american music , beyonce and jay-z but cuba is a no travel zone for most americans . longstanding ban on tourist trips to the communist-run island, dominated for decades by fidel and raul castro . seeing the famous married couple who appeared at the president's inauguration and raised big money for the obama campaign --

>> reporter: now looking like tourists in cuba . that outraged cuban- americans including two florida republican house members, who fired off a letter to the obama administration. "despite the clear prohibition against tourism in cuba , numerous press reports described the couple's trip as tourism," adding "the restrictions on tourism travel are meant to prevent u.s. dollars from supporting a murderous regime." the treasury department does grant some licenses for americans to visit, if their purpose for going meets specific criteria. but as far beyonce and jay-z no info is coming from the treasury. an official told nbc news it has a longstanding policy of not commenting on individual licenses. representatives for beyonce and jay-z are also not saying anything about the circumstances of their trip. those house members want to know if, how and by whom this trip is approved, they claimbyon jay sean jay-z were used as "propaganda" by the cuban government .
