Texas balloon crash that killed 16: Why was balloon so low?

Investigators with the National Transportation Safety Board have returned to a cornfield in central Texas where 16 people died over the weekend in the nation's worst-ever hot air balloon accident. Investigators say the balloon was flying too low, causing it to hit power lines. Now the NTSB is trying to figure out why it was flying at such a low altitude, as families of the victims speak out. NBC's Kerry Sanders reports for TODAY. (Run time: 2:37)
