Did the 'dead man's pedal' play a part in NJ transit crash?

Many trains are equipped with a "dead man's pedal" that will slow a train down if a train engineer’s foot is taken off the switch, but some variables could make the pedal ineffective. NBC’s Tom Costello reports that this New Jersey Transit station is behind in implementing a positive train control that would slow down a train approaching congestion or slow-downs ahead.
