This is a tip that famous makeup artist Sam Fine does to lighten brows: Use a good regular facial bleaching cream and apply it to your eyebrows. Leave it on for one minute. This should lighten them. I saw it demonstrated, and it made dark brows a chestnut brown shade. It looked nice and it opened the model's eyes. Also try tinted brow gel or powders.

I had my white-blonde eyebrows dyed over the summer. My natural hair color is a nice red with brown undertones. I always pencil brows in with a pencil that's close to my hair color. The dyeing was fine, only took a few minutes and cost about $15.
