Thailand's government says ousted former Prime Minister Thaksin Shinawatra will not be among convicts proposed for a royal pardon this year.

Thaksin fled the country in 2008 to escape a corruption conviction and the current government is led by his youngest sister. Yingluck Shinawatra told reporters after Tuesday's Cabinet meeting that her government follows the law and will not work in favor of any particular individuals.

Thai media reported last week that the Cabinet had a pardon draft that would allow Thaksin to return home without being jailed. The news sparked threats of protest by his critics.

Royal pardons are often issued to mark the birthday of King Bhumibol Adulyadej on Dec. 5.
