  BAGHDAD, Oct. 18 -- Local Sunni and Shiite leaders from southwestern Baghdad signed an agreement Thursday that is intended to halt sectarian violence and attacks on American and Iraqi troops on the condition that security forces limit their raids and offensive operations.
